the thing about the -75 health is my main job is to tank. I am just curious if this would help me be a better tank. I am wondering how much those 3 pts would help those two skills that fortify health

In theory, there is no max. In practice, the max is limited by what equipment and skills you can get to boost things. 16 is doable round the clock. 18 is doable will +2 attribute boosting skills (there are a few of these). 19 is possible with some items that give temporary boosts. It would not surprise to find that 20 or more is possible as well, I just haven't seen the items that would do it yet. But if nothing else, I know you can get to 19 with equipment I've seen.

For weapons, yes, they follow a curve. For skills, it's linear, so you get about as much of a boost going from 12 to 16 as you did going from 8 to 12.
However, you have to look at what you're giving up to do it. Other attributes, health, etc, just to squeeze a few more points out of an attribute. Often the gains you get could be dwarfed by the gains you'd get spending the points and effort elsewhere.

Yep, you could do this. All non-same bonuses add up.
